It isn't that easy. By treaty, that allocation will remain Canadian and active. 
The FCC takes the position that US stations must protect a Canadian ( or 
Mexican ) allocation even though the station goes dark and/or moves to FM. This 
is true for most of the stations having moved to FM which are reasonably near 
the border. At some point, Canada could opt to relinquish those frequencies in 
re-doing the treaties, but I can't see them simply letting go something which 
is currently theirs and which has value to someone else for nothing...
