I don't know why this happens. I know WLW has several 50 kW transmitters that they can use, and I assume only the newest (a Harris 3DX50) is IBOC-capable; if they were doing work on that transmitter and using one of the others (probably the Continental 317C) as a backup, the IBOC would have been off during that time.
