I use to be a few km from where you work on Little Saanich Mountain.

I used a 3' passive loop and a 300' random wire terminated at about 75' above 
ground.
In September 1976, the dial was alive with TP's in the AM and TA's in the PM.

>From Little Saanich Mountain you can see water - so that is hopeful.
So this - take your Eton E1 and use it barefoot and forget about wires.
When you run a wire you are only going to boost all the local signals
and run the risk of swamping all the DX.
