Youre right, most stations dont care aobut out of market listeners and they have no reason to.. it doesnt help them make any money.
The only reason there is a station on 1130 running 25KW days between CKWand KPNW, again, is because of the complex modeling we have today. It is so complex, they never could've imagined it abck then.
