No, a station does NOT have to use the night power or stay on all night. If
they choose not to use night power, they must sign off at sunset.. or they
can stay on past sunset at night pwoer and sign off whenever they wish.

When I ran WABV, we signed off at sunset everyday, we were not capable of
using our 27W.. it would've been utterly useless anyways
