NARBA treaties still apply as long as Canada still has an allocation for 1350 for either Oshawa or Pembroke, regardless of whether the stations are on the air, and US stations are obliged to respect those. This is very similiar to the situations with long periods of silence on such frequencies as 690, 940 and 1570 in Quebec, and will now also follow in Ontario on 1550.

Heard on the car radio this afternoon at 5:02 p.m. with a young girl speaking in French. Parallel to 1670. As the car radio only tunes in increments of 10 kHz, I can't say exactly what frequency they were on. However, somebody is definitely off frequency, as there's quite a rumble noise on 1350. Soon faded down and WOYK-York PA began dominating. I don't recall hearing the old occupant on 1350 (CHOV/CHRO Pembroke) too many times, but back in those days we had Oshawa (CKLB/CKDO) on 1350 to contend with. Thanks to Barry in Ottawa for the tip.
