CRTC revoked the licence on CKMO's request. But I don't know the 
legal/procedural rules well enough to know. Still, I doubt they'd have to 
actually keep it fired up. There's a whole licecing process that would likely 
have to come first...could take a year...so IMO they should be fully off. might 
be waiting for the engineer to get up there.
