I'm starting to think there's a technical or legal reason for leaving it on. Maybe the building is kept warm with the waste heat from the tx, thus preventing the pipes from freezing if the temperature drops below zero degrees C. Maybe it's kept on for the Canadian equivalent of the EAS (I can't recall if you folks have such a thing up there). I'm grasping at straws, folks.
