I'd doubt that it even really went out at that size.

He had told someone on one of the lists that he would need to create the
QSL's, so I wouldn't expect to hear quickly.

If I were you, I'd redo it in mp3 with settings of somewhere between 16 and
32 kbits and between 16000 and 32000 Hertz. That would be clear enough for
the purpose and small enough to be sure of getting through.Then I'd re-send
it with a brief explanation.
