They certainly have this programming though... and I'd find it hard to believe it's not them. Second, but unlikely, would be Radio Iran, though I don't know the specific language in the song. They're 800kw though, so they've got the power to get their signal your way for sure. Anyone who even assumes that would be VOA clearly is language tone-deaf haha.
