You can take the release canidates from http://www.irssi.org/files

There's no reason for that, http://bugs.irssi.org is filled with bugs. A
priority would be to fix those bug before releasing in the first place!

When the new site is ready, everything will be updated, fixed and more
useful things added; including proper docs and info about release
canidates.
