Rick,
  A couple points that I noticed here -
1. You mentioned that this problem accumulated gradually - is it possible
your database has grown exponentially that now the same machine needs much
more resources (Memory, CPU) to synchronize it?
2.  Assuming that the database size is somewhat proportional to what it was
initially - there could be a possibility that the database is corrupt in a
way that is making the sync process go into an infinite loop which in turn
is consuming 100% ...

>From what you are describing though it seems like that there is a problem
with the database (corruption) or the Auto Synching mechanism - Maybe ISS
can throw more light on it.
