Well, yes, the same machine will hold the MSDE database in case of default
installation but it is not a server. It is a console through which you can
manage your agents that are spread throughout the network. You can leave it
in the server room or on any powerful workstation that complies to the
System Scanner system requirements.
However, I would not really recommend the PCAnyWhere scenario. Better yet,
use System Scanner 4.2 new console; System Scanner Vista.
System Scanner Vista is an optional web browser interface that lets you
operate the System Scanner console from multiple remote locations. It
provides appropriate authentication and encryption to ensure the integrity
of the Console. You can connect to any single suitably configured console
per System Scanner Vista instance. Multiple System Scanner Vista instances
can run at any time.
And let me clarify this again, System Scanner console DOES NOT REQUIRE a
dedicated machine. It must be only a powerful box (complying with the sys.
requirements as mentioned before).

I disagree. From what was described to me the "console" is acting
more like a server than anything else. The same machine holds the
database, and is responsible for pushing out policies and such. This is a
server, and as such will sit in our server room. However, for day to day
work, we will need to access it, and currently, the thought is
"pcanywhere". Bleargh. Lousy architecture.
I was told that the "console" box has to be a dedicated box. Any
"dedicated" box sits in a dedicated server room.

Hmm... can anyone provide more details? This is definitely
something that I am interested in. Off the list, if you feel that it needs
to be. I will summarize if there's interest.
