Hi, My experience is that for XPU 3.x, you do need to install every single xpu. For example, if you are on XPU 3.1 and try to upgrade it directly to XPU 3.3, WGM won't recognise it until XPU 3.2 has been applied. Each XPU contains the signatures for the previous XPU's in that line, so that XPU 4.4 for RS NS 6.5 contains everything found in 4.1, 4.2, and 4.3.
