Text Pad may be an option. I like it for Perl scripting and editing Tripwire policies.

I have tried to print it from the policy editor , but end up with a 300+ page document that's almost impossible to read. I need something or somehow to print it in a more presentable format , I don't need a total break down , Even just printing the events that are being monitored would probably be enough.
