I saw that in the documentation. I put the keys in this spot, and I even made sure they were registered in the licence registration. The licence report claims that I have 4 valid registered licences, but when I start a new session, it never asks about what to scan, and only puts 127.0.0.1. I tried adding the networks to the session properties with no luck. I am not sure why but I can not even hit ins to add an ip. I was wondering if anyone has been able to scan, and if they are using windows XP.

You will need an existing Internet Scanner license. Internet Scanner 7.0 looks for the license key in a new location. It does not look in \ISS\scanner6 anymore. This is from the IS 7.0 bets readme:

3.3 License key file location

Internet Scanner now requires users to place the license key file in
the following directory:
..\Program Files\iss\ScannerConsole\Licenses
At startup Internet Scanner will search this directory for any
previously unregistered licenses. Any it finds will be automatically
registered and then moved to the Archive subdirectory.
