You will need an existing Internet Scanner license. Internet Scanner 7.0 looks for the license key in a new location. It does not look in \ISS\scanner6 anymore. This is from the IS 7.0 bets readme:
3.3 License key file location Internet Scanner now requires users to place the license key file in the following directory: ..\Program Files\iss\ScannerConsole\Licenses At startup Internet Scanner will search this directory for any previously unregistered licenses. Any it finds will be automatically registered and then moved to the Archive subdirectory. Hope this helps.
