You will need an existing Internet Scanner license. Internet Scanner 7.0 looks for the 
license key in a new location.  It does not look in \ISS\scanner6 anymore.  This is 
from the IS 7.0 bets readme:

3.3 License key file location

Internet Scanner now requires users to place the license key file in
the following directory:
..\Program Files\iss\ScannerConsole\Licenses
At startup Internet Scanner will search this directory for any
previously unregistered licenses. Any it finds will be automatically
registered and then moved to the Archive subdirectory.
