Hi Carel, I experienced the same problem and here is the solution: The page http://your_server/ISS/config/group_definitions need to be accessed for the setup and  by default with IIS 6.0 a file without extension cannot be accessed. Yo have to allow it explicitly ( go in the IIS manager and in the Mime-types, add the extension: .*  and the Mime-type: application/octet-stream) After that, retart the World Wide Web publishing service and it should work.
