what happens when you try to restart this service (Real Secure Site Protector Application Server Service) manually after it fails? If it starts normally then this usually occurs because the application service is dependant on the Database service. Check the readme file of Sp sp3 to to configure the registry setting of the Application server so that it becomes dependant on the SQL server serice. ( i.e it won't start unless the database starts)

Either there server is overloaded or there wad an error in a CGI script" With this situation now, I can't progress with the deployment manager set up.
