Opened IMPALA-7924 to track adding Thrift 11 Python generated code to the
Impala build.
Wanted to keep this JIRA as is so that I can post the work I have done up to
this point to get Impala to compile and run against Thrift 11. Should be useful
whenever we decide to visit the Thrift 11 upgrade again.
