Summary: Introduce Parameter to control number of threads

Impalad starts with a lot of threads. It will be worthwhile to evaluate the
benefits of having a parameter that determines the number of threads impalad
will start with. This will be helpful in a developer debug environment, where
the number of threads is limited and not intimidating.
