The disk seek time can vary depending on the underlying storage (Magnetic Disk,
SSD, Flash etc) and the scan performance can change depending on the presence
of buffer cache. The plan generation, Degree of Parallelism, and scheduling
should look at these aspects to decide on the appropriate course of action.
