{{local_time_frac_}} is relative to a node's own total time, not the query. Add
a query-relative fraction ({{{}query_time_frac{}}}) per plan node on the
coordinator, and define its denominator for parallel instances. For operators
with work outside the instance thread (non-MT scanner threads, disk I/O
threads), derive a slowest-thread time signal from existing counters.
