ExceptionListener invoked when connection level exception

The JIRA notes that "the exception is returned to calling code". I'm not
clear if it means through to the application code or not. I bring it up as if
the exception is being explicitly reported elsewhere, e.g a send method
throwing, its generally not meant to be reported to the ExceptionListener
according to the JMS spec.
