[~AntonRoskvist] on auto queue creation and triggering redistribution, that
will need some work and I think we will need to start with some test cases
because those scenarios are not currently covered. It may introduce a bunch of
race conditions such that having "redistribution" support for static queues may
be best.
redistribution is currently on the queue level only, it does not care about the
nature (any or multicast) of an address.
If changes for this issue effect existing behaviour around Multicast/topics,
we may have another problem! I think the behaviour w.r.t multicast is by design
but possibly could be revisited if there is a need.
