I think a new Jira for auto creation, redistribution scenarios is best.

 

I agree it is strange, the mix of loadbalance type and redistribution. I could 
not really simplify due to backward compatibility concerns, (I think they are 
best separated). But in terms of routing semantic, that happens first, 
redistribution happens on bindings/queues when there are no local consumers. It 
is independent of the type of address that binding/queue is bound too. 
redistribution does not happen at the address level.

 

there is an analogy with the federation feature/support. Address federation, 
which will reroute on the target, and Queue federation while will move messages 
between bindings/queues are two different things. (it is a bit like that with 
redistribution, afaik.)
