I think we identified what is going on. We were attempting to use
ReplicationPrimaryPolicyConfiguration instead of ReplicatedPolicyConfiguration
/ ReplicaPolicyConfiguration. That took us inadvertently down the road of the
pluggable quorum feature. I am happy to close the issue or mark it trivial.
