ARTEMIS-5381 Use FQQN to remove federation address subscription if set

If the remote used an FQQN to define the address and stable subscription for the
address consumer recover the subscription from the FQQN when the remote closes
the consumer due to demand having been removed on the remote for that address.

> auto increment of link name in amqp address federation can lead to missing
> messages on restart

> The fix for ARTEMIS-5135 adds an auto increment identity to the link names
> used by address federation consumers.
> this means that they change after a restart, or are order dependent on
> startup. In any event, if there are local durable consumers, and there are
> messages produced while the local broker is stopped, they will exist on the
> original link and won't be pulled on the recreated link after restart.
