ARTEMIS-5381 Fix possible deadlock on federation or server stop
The previous fix adds a case were a deadlock can occur during server
stop or stop of the federation is the federation is also handling a
reconnect and a tracked server consumer is closing, this fix adjusts the
locking logic to avoid that deadlock.
