I realized there's also a case where this can affect AMQP federation queue
policies as well. I've started a branch where I've worked on a refactor of some
of the handling of how the AMQP bits decide the routing type and pass it along
based on the link state in an attempt to figure out a way to handle all this
without breaking things. Adding tests also
