Summary: Experiments launched in Stampede has Exp state EXECUTING
and job state UNKNOWN

Created and Launched multiple experiments (Amber_Sander, Echo, Espresso) on
Stampede and they all ended up having Exp state = EXECUTING and job state =
UNKNOWN
No error messages displayed in PGA experiment summary and no further updates on
the experiments as well
Checked the airavata-server.out in
/home/airavata/production/deploy/apache-airavata-server-0.16-SNAPSHOT/bin and
it has messages up to job state updating to QUEUED and nothing further
