Summary: Create a user interface for allocation manager using
Django framework

The user interface will consist of dashboards for both Community and Campus
Allocations.
Each of the allocations will have dashboards with respect to the user which is
accessing the allocation.
Typically, there will be 3 dashboards, namely :
1) User Dashboard ( for Principal Investigator, PI )
2) Review Dashboard
3) Admin Dashboard
