Unable to 'Open as Web Folder' with IE

To reproduce:
1. Open Internet Explorer 6
2. Choose File -> Open
3. Enter the url of an Archiva hosted repo, such as
http://localhost:8080/archiva/repository/internal/
4. check the 'Open as Web Folder' checkbox
5. click OK
Result:
Dialog box with "Internet Explorer could not open
http://localhost:8080/archiva/repository/internal/ as a Web Folder. Would you
like to see its default view instead?"
The expected result is to open the url as a webdav folder which allows
adding/removing files.
There is nothing in either the archiva.log or stderr log files.
