Unfortunately Oracle do not allow to list the artifacts in their repository.
You can try to add the following dependency:
<dependency>
<groupId>com.oracle.weblogic</groupId>
<artifactId>com.bea.core.i18n_3.0.0.0</artifactId>
<version>12.1.3-0-0</version>
<type>pom</type>
</dependency>
If you need more artifacts, just drop me a line.
