We dropped the Windows 3.5 wheel due to a dependency conflict that started
happening during in https://github.com/apache/arrow/pull/5569. We figured if
someone needs the Py3.5/Windows combination that they would be motivated enough
to help fix the problem we ran into. The wheels have been prone to maintenance
issues as the work is essentially unfunded, despite the wheels being heavily
depended on by well-heeled corporations
