### Describe the task requested GitHub will be blocking the pull request target from December[^1]. Arrow Erlang has been flagged as one of the Apache Arrow repositories that use `pull_request_target`[^2]. Since we just use pull request target for adding permissions for `gh comment`, we can probably migrate to just `pull_request` with manually added permissions.
