Alright, after thinking this through (and inadvertently getting some feedback
from [~jsirois]), I believe that we should leave Commons alone, and squelch
logging for this metric since we know we'll always hit it, but it won't be
helpful.
Once we fork Commons (AURORA-1213) then we can revisit what we want the
behavior to be.
