Summary: Enforce scheduler suicide on log write failure

We expect that the scheduler should tear down automatically whenever it fails
to write to the replicated log. However, there's nothing actually enforcing
this. This might be done in a Storage or Log layer.
There is an internal review open for this, but a set of refactoring and open
sourcing made the review obsolete and this needs a new start.
