AVRO-3554: Use new project logo on website (#2594)

Includes these changes:
* Fix logo links in PHP readme (reference images from the ASF website)
* Update logo files. Note that the SVG logo with text is special: it uses CSS 
to scale to its
parents height or width, and used the current (text) color for the text.
* Add shortcode to reference logo. This allows referencing the logo asset in 
content.
* Update logo on website
* Remove (now) unused logo
* Fix site warnings. There is still a warning left, but that's in the docsy 
theme.
* Add blog post announcing the new logo
