We could have added all the NET (Core) targets to the AVro library as targets,
however they would be technically the same (I think) and just making the avro
nupkg significantly bigger. I beleve I proposed that a good while ago, but at
the end we decided to keep only netstandard2.1 as a terget, so when a new
target comes out (e.g net9.0), we dont really change the Avro main library, we
just add a new test target.
