Review Comment:
Fixed — skip_long now enforces the same 10-byte varint cap as read_long
(raising InvalidAvroBinaryEncoding), so skipping the negative-block byte-size
can no longer scan an unbounded malformed varint.

Review Comment:
Same fix — skip_long (used for the map negative-block byte-size) is now
bounded to 10 bytes.
