[BEAM-4431] Add "Edit on Github" button to website

Adds "Edit on Github" button to website, at the top right, to the right of
the feather dropdown.
This opens the source .md file on the master branch in the github editor.
Prompts for github login if not logged in.
If you don't have access to the beam repo, it uses your fork.
You can then create a pull request.
The image on the website is the same image used on the Apache maven site.
