I think we should aim to support the latest stable Flink version in the Beam
release following its release. Similarly, we should think about dropping
support when a Flink version becomes unmaintained. The Beam LTS release will
then still support older versions of Flink.
This additionally depends on how often Beam users upgrade their Flink clusters.
We might consider supporting unmaintained Flink versions longer if some of our
users don't upgrade their clusters immediately.
In the future, there might be less upgrade pain if Flink has a mechanism to
enable jobs to be used across different minor versions.
