It looks like work by [~altay] and [~swegner] has resolved this. I am not
certain if it is user-visible whether or not we cherry-pick Scott's most recent
change. Is this resolved to the point where we can release? Will the release
verification processes catch this if there is a problem? Do we need to enhance
the release verification with more testing?
