FYI: @chamikaramj, @piotr-szuberski - this PR ports over the JDBC external
transform to an implementation of SchemaIOProvider, and it adds general purpose
code for using SchemaIOProvider implementations cross-language. It's re-using
the xlang_jdbcio_it tests Piotr added in Python to verify it.
