The beam_PreCommit_Portable_Python_Commit job just runs wordcount as a smoke
test; this suite has much larger coverage. Ideally, everything would run in
PreCommit, but in practice we can only run cheap(ish), non-flaky stuff there,
but that shouldn't be a problem for this target anymore.
Kenn: Is this as simple as putting `previousNames:
['beam_PostCommit_Python_VR_Flink']` in the arguments of `PrecommitJobBuilder`?
