Work Description: lgajowy commented on issue #7670: [BEAM-6548] Suggest
mentioning users at the top of PULL_REQUEST template
URL: https://github.com/apache/beam/pull/7670#issuecomment-461381542

I agree with Robert that specifics should be explained in [Contribution
Guide](https://beam.apache.org/contribute/#make-your-change). There already are
some suggestions - I think we can work on them later. Meanwhile, I reduced the
sentence to a bullet in the checklist (which seems sensible, because we don't
want other bullets to be missed by contributors too). WDYT?

> It seems that sentence regarding mentioning reviewers is being easily missed.
> I suggest improving it.
