So if multi-byte encoding is used, this is data loss?

I think the improvement to auto-detect the encoding (which I agree is possible) 
is an improvement proposal rather than a bug.

But if multi-byte encoding causes data corruption/loss we should reject it 
ASAP. Has this ever worked?
