Work Description: lostluck opened a new pull request #15698:

Extends cross language expansion to be able to substitute the default
handler.
In a future PR, will be used to replace and remove the existing
impementations of beam.External and beam.ExternalTagged, as well as allow for
simpler usage for expansion services, having the go code download jars, and
spin up, query, and shutdown a beam java ExpansionService inside the
CrossLanguge call.
