If I'm not completely wrong, the `TransformPayloadTranslator` is used
for two things:
a) convert PTransform to the portable representation, and
b) assign URN to a PTransform
The second case is used even by non-portable runners, if they use
`PTransformMatchers.urnEqualTo` to match known transforms. That is the case for
(classical) FlinkRunner as well.
